Frank's pursuit of a criminal ends badly when a train hits a bus full of kids. Frank becomes haunted by their memories and goes catatonic. The Kingpin takes the opportunities he can, hiding the crook Frank was chasing. Meanwhile, a corrupt orderly sees his opportunity and decides to smother Frank.
